The third largest island in Europe, Ireland has a highly developed knowledge centered on financial services, life sciences, high technology and agribusiness. Considered an open economy, Ireland ranks first in the world for high-value foreign direct investment while in terms of GDP per capita it ranks 4th in lists compiled by the International Monetary Fund as well as the World Bank. All of this is even more impressive considering that after 23 years of steady growth, Ireland was hit hard by the global financial crisis of 2008 after the collapse of the Irish housing bubble, which led to the entry of the country in recession.

The Irish economy finally rebounded in 2011, growing 2.2%, then 0.2% in 2012, before plunging into another crisis fueled by the European sovereign debt crisis before bouncing back again. There have been accusations that Ireland’s economic growth is distorted due to the fact that Ireland has favorable corporate tax regimes, which has led many large foreign companies to merge with companies in Ireland and to move their registered office into the company to take advantage of the aforementioned corporate tax regime. Primarily companies in the US have decided to relocate their headquarters to Ireland, starting with Accenture in 2009. To a lesser extent, the UK has also seen companies relocate their headquarters to Ireland. It has also been called “pixie economics” by economists while a few multinationals, including the Central Bank of Ireland, have come up with alternative methods of calculation. These moves, especially for companies in the United States, would have reduced the effective corporate tax rate from 30% to 20% as these companies artificially inflated the country’s GDP significantly.
